Following the recent announcement by the Land Transport Authority of Singapore (LTA) to continue improving the public transport system and as Singapore sets sight to move towards a car-lite society, the vehicle growth rate has been lowered from the current 0.25 per cent per annum to 0 per cent, effective February 2018. This change is applicable for COE Categories A, B and D. The existing category C (0.25 per cent per annum) remains unchanged till first quarter of 2021.

According to LTA, the adjustments to the vehicle growth rate are not expected to significantly affect the supply of COEs, as COE quota is determined largely the number of vehicle deregistrations.

The next review of the vehicle growth rate will take place in 2020.
